About

Monica Ardeleanu is the project manager of SMARTER4EU. She is the Research Director of Romania Green Building Council, the organization coordinating the consortium of the project. She is overseeing the RoGBC Green Homes & Green Mortgage programme, research activities, the education program development and delivery, policy advocacy, communication and institutional relations efforts of the organization. Monica was involved in both the pilot phase and subsequent development of the RoGBC’s Green Homes & Green Mortgage program engaging and signing financial institutions, residential investors/developers, solution providers, and other essential stakeholders on to the program. Her efforts included making significant progress in educating the end consumer of the financial and other benefits of Green Homes and using responsible finance to build or renovate correctly or buy greener homes. She was also an Expert member of the Energy Efficiency Financial Institutions Group (EEFIG) founded by the European Commission DG Energy and the United Nations Environment Programme (UNEP).

Monica has extensive, multi-partner project experience including as Project Manager for Romania for BUILD UPON
EU Horizon2020 project to assist Member States in designing and implementing their national renovation strategies. Monica was the leader of a very successful stakeholders’ engagement process, managing the team in the organization of 10 national and local workshops as collaborative consultation sessions around Romania, guiding the dissemination activities of the project, leading the “co-creation” process of recommendations to the government, and ultimately succeeding in having the project’s recommendations included in the latest National Renovation Strategy.
She represented the organization as a member of the Board of Directors in Construction21 AISBL – an European NGO leading Construction21.org, a social media and knowledge sharing platform for sustainable building practitioners and cities which was a successful continuation of a prior Intelligent Energy Europe project. She contributed extensively as a member of the Policy Task Force of World Green Building Council Europe Regional Network. 

She served as Director of Development and managed the marketing and communication activities for two successful pan-European events Construction21EXPO and Brightest! Greenest! Buildings, organized by Romania Green Building Council, under the patronage of the European Commission and with the support of 20 Green Building Councils around Europe.
Monica earned a Ph.D in Environmental Economics and Food Resources from the University of Naples Parthenope in Italy and served as an Honorary Fellow at the same institution. She is the author or co-author of 34 research articles on Sustainability published in scientific journals and presented at international conferences.
